- Electronic Warfare (EW) Directorate Technical Director
- Responsible for the technical quality and content of all products prepared by the EW Directorate including program introductory documents, test plans, information sheets and reports.
- Instrumental in improving the test concept of the B-1 Defensive System Upgrade Program, which saved more than $1 million by eliminating unnecessary tests.
- Established a revolutionary process that stopped tests from being started if appropriate technical and safety reviews had not been accomplished.
- Pinpointed training deficiencies in the engineering workforce, designed an innovative concept for specialized on-the-job training of engineers, lobbied for funding to pursue the concept and initiated the development of the concept. Engineers are receiving more focused training as a direct result of this innovation.
- Electronic Warfare Test Engineering Division Manager
- Established the electronic warfare test-engineering workforce that supported Combined Test Forces (CTFs) through the use of a process-centered organizational structure.
- Developed the management and communication processes for identifying workload and manpower needs.
- Launched a new program of excellence by expanding the authority of the engineers at the CTFs and preparing the engineers to successfully apply their new authority.
- Established this new division in response to a short-suspense order from the Commander of the Air Force Flight Test Center (AFFTC).
- Won the support of the senior AFFTC managers who were initially opposed to the concept.
- Earned the loyalty of the engineers who were moved into the new division through unprecedented consensus building processes.
- Special Assistant to the Commander
- Established and led the modeling and simulation (M&S) task force dedicated to the integration of M&S into the Electronic Warfare test process.
- Provided technical advice to the Commander on all weapon system test and infrastructure development M&S activities for the 150 person EW Directorate.
- Served as senior technical liaison for the EW Directorate and the Air Force Flight Test Center (AFFTC) providing connectivity between test and evaluation and the role of M&S in the Air Force and the Department of Defense (DoD).
- Developed the M&S vision, policies and implementation strategy for the EW Directorate and the Air Force Flight Test Center (AFFTC) in accordance with Air Force and DoD visions and policies.
- Trained AFFTC personnel on M&S tasks.
- Marketed EW Directorate capabilities creating new M&S business opportunities.
- Instrumental in establishing teams with Air Force Material Command (AFMC) M&S Integration Office (MSIO), Aeronautical Systems Center (ASC), Air Force Operational Test and Evaluation Center (AFOTEC), Air Force Studies and Analysis (AFSAA), Navy and Army EW test and M&S divisions and Defense Intelligence Agency (DIA) as well as other Intelligence agencies.
- Designated by the Air Staff in the Pentagon to co-chair the Test Process Working Group developing inputs for the M&S end state assigned by the Chief of the Air Force for incorporation into the Air Force’s Advanced Plan and Program Guidance (APPG).
- Range Integration Division Manager
- Served as the Director of the Integration Division which developed, built and installed specialized instrumentation; integrated new infrastructure capabilities onto the range in support of Electronic Warfare test, evaluation and training; and accomplished verification and validation testing to insure quality of all simulation capabilities offered to customers.
- Led a diverse cadre of 170 engineers, analysts, and scientists in the accomplishment of all in-house improvement and modernization programs to include numerous simulation programs such as the Synthetic Target Generator and Miss Distance Scoring System.
- Responsible for the safety, quality, and completeness of all ground and flight-testing accomplished by the division to validate the simulations maintained by the organization.
- Advocated and implemented several key internal multi-million dollar programs to include establishment of the Time Space Position Information Quality Team, Data Quality Improvement Program and Miss Distance Scoring System Quantification Program.
- Established several teams with external agencies to support Special Access Programs to include Air Combat Command, Air Force Operational Test and Evaluation Center, System Program Offices, and Intelligence Agencies.
- Represented the organization serving on national working groups that oversaw four major Scientific and Technical Intelligence (S&TI) programs with the Defense Intelligence Agency (DIA), Missile and Space Intelligence Center (MSIC), National Air Intelligence Center (NAIC) and National Ground Intelligence Center (NGIC).
- Led these national working groups in defining test conduct policy in meeting the objectives of the programs.
- Instrumental in re-engineering the process followed by these programs achieving a 50% reduction in time to get the new assets in the field for test customers.
- Introduced the concept of the Intelligence Agencies producing a validated digital threat model in the Joint Modeling And Simulation System (JMASS) architecture as a product of S&TI. Gained national support for this concept.
- Evaluation Engineering Branch Manager
- Led the 90-person branch responsible for the integration of new infrastructure capabilities onto the range in support of Electronic Warfare test, evaluation and training.
- Directed a highly technical and scientific workforce in the planning, executing, and analyzing of ground and flight tests of extremely sophisticated, instrumented test resources.
- Operated and maintained specialized measurement capabilities in support of the mission to include the Air Force Flight Test Center’s (AFFTC) Antenna Measurement Facility as well as nine mobile Radar System and Certification Analysis Laboratories (RASCAL).
- Guided development of new flight test methods and measurement techniques.
- Established and maintained close working relationships with other Air Force, Navy and Army test organizations to insure that infrastructure capabilities met all existing and future test and training requirements.
- Directed the engineering staff in all matters relative to Scientific and Technical Intelligence (S&TI) gathering to include instrumentation, performance verification, special measurements, and report writing.
- Teamed with other leaders at the Missile and Space Intelligence Center (MSIC), National Air Intelligence Center (NAIC), and National Ground Intelligence Center (NGIC) to insure that all S&TI requirements were met in a quality and timely manner.
- Served as Chair for the AF/TE sponsored Technical Review Board (TRB) responsible for the oversight of three working groups: Infrared Models, Digital Simulations, and Missile Fly-out Model Working Group (FMWG).
- Orchestrated the incorporation of common fly-out models from the FMWG into multiple Department of Defense (DoD) facilities to include the Electronic Combat Range at China Lake and the Air Force Electronic Warfare Evaluation Simulator (AFEWES).
- Program Manager
- Program Manager for $15M contract to design, develop and install a state-of-the-art simulation capability combining radio frequency (RF) injection of simulated airborne targets with one-of-a-kind ground radars.
- Led a mixed team of 15 Air Force and support contractor personnel in the total life-cycle management of the Synthetic Target Generator (STG) program to include: writing specifications, preparing government estimates, evaluating contractor proposals, awarding a contract, monitoring contractor progress, writing test procedures, accepting delivery of the system from the contractor, preparing the ground radars for installation, installing the systems on multiple ground radars and accomplishing final verification and validation testing of the operational STG capability.
- Convinced management of the in-house team’s ability to take over the project during the third phase of the STG development instead of awarding a follow-on contract.
- Decision resulted in significant cost savings and improved flexibility for responding to changing test mission requirements for STG applications.
- Air Force Flight Test Center, Edwards Air Force Base, CA 2/1984 – 8/1990
- B2-Flight Test Engineer
- Air Force flight test engineer (FTE) for vibroacoustic and flutter testing of the B-2. In this role, planned, executed and analyzed flight-testing.
- Served as part of the flight test engineering team in the mission control room for B-2 low and high-speed taxi tests, first flight, and initial envelope expansion tests.
- Instrumental in developing and verifying the first flutter analysis system for clearing flutter flight test points during the flight test mission. Prior to this capability, post mission analysis was required between missions to provide flutter clearance to expand the operating envelope to the next set of test points.
- Lead vibroacoustic engineer for the investigation of anomalous cracking of the B-2 aft deck, which resulted in a redesign.
- Support Engineering Branch Manager
- Led a team of 30 engineers and technicians in activating the site for occupancy by 2000 employees and seven test aircraft.
- Orchestrated B-2 Test Support Facility (TSF) related activities in a number of different organizations including Base Communications Squadron, Base Civil Engineer, Aircraft Instrumentation Development Branch, Aircraft Logistics Squadron, Army Corps of Engineers, the B-2 System Program Office, and the prime B-2 contractor.
- Air Force Program Manager for the $76M construction project of the TSF and $15M project integrating the TSF into the Edwards AFB test range.
- Outstanding leadership resulted in the TSF being built on time and within budget meeting all of the B-2 requirements.
- Infrastructure Development Manager
- Managed activities of a diversified team of engineers and technicians in various design and installation projects including machine shop, civil engineering, defense mapping agency surveyors and flight test engineers.
- Designed and installed radar test range to support B-1B offensive avionics suite.
- Received a letter of appreciation from the B-1B Combined Test Force Commander.
