Campaign Policy
PURPOSE:
This is the general policy that shall guide the University volunteer leaders, staff and all other personnel until the campaign has been concluded officially. Exceptions to these general policy statements may be made on a case-by-case basis by the University Board after consultation with the Vice President for Advancement.
POLICY:
1. The Board has responsibility for the integrated campaign and has authorized the Steering Committee to conduct the campaign in accordance with the approved campaign plan and related policies.
2. Solicitation of gifts for campaign purposes by an entity will be undertaken in coordination with and concurrence of the Board.
3. The Vice President for Advancement will provide monthly campaign gift activity progress reports to the Steering Committee chair and the Board chair. The development office will exchange necessary information with the business function in order to prepare reports on campaign gift activity.
4. Gifts will be credited toward the campaign goal according to the gift crediting procedures delineated in the gift policies of the University.
5. Begin counting gifts June 1,1999. Arrangements for all gifts credited toward the campaign goal must be completed before midnight December 31, 2005.
6. All signed pledge cards and related gift documents will be retained by the staff of the University, for official donor acknowledgment and records purposes.
7. Payments of campaign pledges will customarily be spread over no more than five years without authorization of the Steering Committee and Board. Pledges may be paid at the option of the donor on an annual, semi-annual, quarterly or monthly basis, or by such other mutually agreed upon basis as is specified in writing.
8. The Board is authorized to accept gifts from any source, and for any reasonable purpose, provided there is no condition attached thereto inconsistent with the purpose of the campaign or in the violation of any legal or ethical principles or policies of the University Board.
9. The Steering Committee is authorized to accept gifts of real and/or personal property which shall be acknowledged at fair market value as determined by a certified appraisal when the gift is in excess of $5,000, closely held securities when the value is in excess of $10,000, and of publicly traded securities which shall be acknowledged at a mean value at the date of transfer; and shall establish and accept memorial and/or named gifts under such terms and conditions as is specified in the policies of the University.
10. Where gifts, particularly endowment gifts, are earmarked for particular programs which require other resources for implementation, it is the responsibility of the Vice President for Advancement, with the concurrence of the Board, to certify prior to acceptance of the gift that such other resources are available and earmarked for this purpose.
11. An audit committee will be appointed by the Vice President for Advancement to conduct audits of all moneys and pledges received during the period of the campaign.
12. Information regarding all individual, foundation, corporate and association gifts to the campaign is considered confidential, unless authorized for release by the donor and the University leadership. Donors will be informed that the University has the staff and expertise to attract appropriate public attention to the donor's gift; and that the Steering Committee, through its chair, shall authorize all formal news releases and have the right to correct or disavow any publicity initiated by anyone. In the interest of consistency, public recognition of donors of gifts of $10,000 or more will be made in accord with the appropriate provisions in the donor recognition policy of the University and of the campaign communications program.
13. All public relations activity regarding the integrated campaign and major gifts must be cleared through the campaign chair or his/her designee.
